HOMEOPATHY LEGISLATION

The next step along the road to self-regulation of the profession has been taken. As part of the "Health System Improvements Act 2006", the provincial government of Ontario has tabled "Schedule P: Naturopathy and Homeopathy Act, 2006". This Act will determine the future of the homeopathic profession in Ontario.

This is the first reading of this Bill. Following this, the bill will be referred to committee where there will be debate over its contents, and amendments if necessary. Second and third reading is likely months away, after which the Act will become law.

There are many things to celebrate with the tabling of this legislation. Many of the concerns raised by our members at previous meetings were addressed. Primarily, the distinctions between Homeopathy and Naturopathy are more clearly delineated: "The Naturopathy and Homeopathy Act, 2006, creates two new regulated health professions, the profession of Naturopathy and the profession of Homeopathy..." This enshrines the fact that the two professions are separate entities within the single College of Naturopaths and Homeopaths of Ontario. Furthermore, and not found in the compendium, is that the College Council (the council overseeing the affairs of the self regulated college) will have equal representation from both the Homeopathic and naturopathic professions. This was presented at the briefing prior to the announcement, and will be included in the coming legislation.

Other highlights of the legislation include: the establishment of "homeopath" as the restricted title, and the level playing field of the scope of practice statements amongst all new alternative health care professions (Homeopathy, naturopathy, and TCM).

On April 19th Luba Plotkina and I were pleased to attend HPRAC's briefing meeting regarding its report to the Minister of Health and Long -Term Care on the regulation of health professions in Ontario.

We would like express our thanks to the individuals at HPRAC for their impressive effort in examining the various aspects of the present homeopathic profession, and for their recommendation to regulate homeopaths in Ontario. Their report, Regulation of Health Professions in Ontario: New Directions, is an extensive and forward looking work in the changing field of health care today.

Though regulation as OHA had envisioned is not fully recommended at this time, I believe the recommendation for regulation itself is a giant and positive step for homeopathy. Considering that demand for homeopathic health care has grown steadily amid the diverse standards that presently exist speaks well for our profession. However, as the report points out, our responsibility to our patients demands a more cohesive approach among Ontario homeopaths. The HPRAC recommendations give us the opportunity and direction for the work that is ahead of us in formally establishing the appropriate standards and operational mechanisms necessary for the full and ethical functioning of our profession.

Web based responses to this report are to be made to Ministry of Health and Long Term Care by June 30 and copies are to be send to HPRAC. The OHA regulation committee will be submitting a response. In March 1999, the Government created a new entity within Health Canada, called the "Natural Health Products Directorate", for the purpose of regulating natural health products. Regulation Update 2005

IMPORTANT NEWS REGARDING THE REGULATION OF HOMEOPATHIC MEDICINE

ATTENTION: Ontario Homeopathic Association Members

On March 1st we received a letter from the Ministry of Health stating that a review process for the regulation of Homeopathic Medicine is underway.

The Ontario Homeopathic Association will be participating in meetings with HPRAC (Health Professions Regulatory Advisory Council) who will submit their recommendations to the Minister of Health in September.

This is a long awaited development and the final stages still require a lot of work.

We need your help and support so we have scheduled meeting dates for members of the Ontario Homeopathic Association to come together for information and discussion sessions. Please note the following dates:

Sunday, April 3rd 2005 1pm to 3pm
Tuesday, April 5th 2005 7pm to 9pm
